Either -
- at the current prevailing standard workweek level (40 hours in America, per the Federal Labor Standards Act of 1938) or
- higher, for example, at the highest observed workweek in the economy (where it would have little effect to begin with but more and more effect as it came down to the 40-hour level and beyond)
