"Because Tip O'Neill, master of patronage, was flatterin' you local folks.
He should have 'fessed up and said,

and that's what I'm focusing on."

Patronage and pork are the elephantiasis on the legs of democracy - they encumber progress.
Timesizing provides so many good jobs and on-the-job training, that patronage and pork can't compete and gradually dry up.
